TikTok Ads for Small Businesses: Ads Manager, Spark Ads and Native Creative

Promote, Ads Manager, Smart+, Spark Ads: which tool to start with on TikTok, the minimum budgets TikTok requires, and how to make an ad that looks like a real TikTok.

By the Oposto team · · Strategy

For a small business, the easiest TikTok ad to launch is a Spark Ad: you promote one of your organic videos that's already working, from TikTok Ads Manager. Plan for at least TikTok's minimum budget (as of September 2026, more than $20 a day per ad group), a vertical video that looks like TikTok rather than a TV spot, and one measurable goal. Promote, inside the app, is still a fine way to test without setting up a campaign.

If you've never run social ads before, start with our Meta Ads guide for your first campaign: the core ideas (objective, audience, budget, measurement) are the same, and this article builds on them for what's specific to TikTok.

Promote or Ads Manager: which tool should you use?

TikTok offers two ways to buy reach.

What you promoteYour videos and LIVEsOrganic videos (Spark Ads) or ads created for the campaign
GoalsAccount growth, leads, sales, LIVEFull campaign objectives (traffic, leads, sales, app installs...)

According to TikTok's help page on Promote, the tool amplifies your videos and LIVEs with four goals: boost your account (views, followers, profile visits), get leads (messages, calls, form submissions), get sales (website visits, conversions, purchases) and boost a LIVE. You must be at least 18, and you need 1,000 followers to promote a LIVE. Promote can be connected to Ads Manager for more advanced features.

It's TikTok's version of the boosted post; we compare the two approaches in boosting a post vs. running a real ad. As soon as you want to track sales on your website or compare several videos, move to Ads Manager.

What minimum budgets does TikTok require?

TikTok's About budgets for ads help page sets these floors (as of September 2026):

LevelDaily budgetLifetime budget
CampaignMore than $50More than $50
Ad groupMore than $20Number of days x minimum daily budget (for example, $20 x 31 days = $620)

The same page gives useful management rules: during the learning phase, raise the budget by no more than 40% at a time (30% after), don't change it more than once every two days, and don't let the campaign budget drop below an ad group's budget. You can't switch between daily and lifetime budgets once a campaign is live.

TikTok doesn't publish an average cost per result, and it depends on your industry, your market and your video. To set a test budget from your own cost per result, use the same method as in how much to budget for testing Facebook and Instagram ads.

Managing budget without breaking the learning phase

  • +40% max Budget increase each time, during the learning phase
  • +30% max Increase each time, after the learning phase
  • Once every 2 days At most, for budget changes
  • $620 Minimum lifetime budget for an ad group over 31 days ($20 x 31)
Rules from TikTok's "About budgets for ads" help page (September 2026); you can't switch between daily and lifetime budgets once a campaign is live.

What is a Spark Ad, and why start there?

According to TikTok's Spark Ads help page, it's a native ad format that uses an existing organic post, either yours or a creator's with their permission. Three things matter for a small business:

  • Engagement stays on the original video. Likes, comments, shares and follows the ad generates are credited to the organic post.
  • You start from proof. A video that already got a reaction organically has passed a first test; the ad amplifies it instead of betting on creative nobody has seen.
  • Few technical constraints. TikTok says videos up to 10 minutes can be sparked, with no restrictions on ratio or resolution. A video has to be removed from Spark Ads before it can be deleted from the account.

How do you use a creator's video?

The creator generates an authorization code from their video, following the steps TikTok describes:

  1. They open the video, tap the three dots, then "Ad settings."
  2. They accept the advertising content terms and turn on ad authorization.
  3. They generate a video code and pick a duration: 7, 30, 60 or 365 days.
  4. They copy the code and send it to you.
  5. In Ads Manager, you go to Tools, Creative library, Spark Ads posts, then "Apply for authorization," and paste the code.

Pick a duration that covers the whole campaign: when the code expires, any ads using it stop running.

What about Smart+, the automated campaign?

Smart+ campaigns only ask for a KPI, creative assets, a target geography and a language; TikTok then handles targeting, optimization, budget allocation and creative testing. They cover website sales, app promotion, leads and traffic. It's a reasonable choice when you have several videos to test and little time to fine-tune a campaign by hand. The trade-off: you control less of what's shown to whom, so keep an eye on results per creative.

What does "native" TikTok creative look like?

An ad that looks like an ad gets swiped away. Native creative looks like a video a regular user could have posted:

  1. Vertical 9:16, full screen. That's the recommended format in TikTok's In-Feed ads help page, which also accepts 16:9 and 1:1. Formats and safe zones are covered in ad creatives: formats and safe zones.
  2. The subject in the first second. The product, the move or the question, not an animated logo.
  3. A person or hands, and sound. TikTok recommends videos with sound; a voice explaining something often beats music alone.
  4. A short caption. TikTok advises staying under 100 characters in Latin-alphabet languages, according to its Reservation In-Feed ads page.
  5. Licensed music. Businesses should use the Commercial Music Library for video ads and branded content, not the general music library.

Take a fictional small-batch soap maker, Tidepool Soap Co.: instead of a product shot on a white background, a 20-second video of the founder slicing a bar of soap while explaining why it cures for six weeks. That video already lives on her account, and she turns it into a Spark Ad with a "website traffic" goal.

  • First second The subject right away The product, the move or the question, not an animated logo.
  • Sound A person or hands, a voice A voice explaining something often beats music alone.

How should you run a first campaign?

  1. Pick two or three organic videos that performed best over the last 30 days.
  2. Set one objective: traffic, leads or sales. Install conversion tracking on your site if the goal is sales.
  3. Create an ad group above the minimum budget, with a broad audience in the area you ship to or serve.
  4. Let it run without touching the budget more than once every two days, per TikTok's guidance.
  5. Compare videos on cost per result, not views. If those metrics are new to you, see CPM, CPC, CTR, CPA and ROAS explained.
  6. Cut the weakest, keep the best, and keep posting new organic videos in the same vein to feed the next round.

For organic formats, video length and what TikTok says about its For You feed, our TikTok guide picks up where this article leaves off.

A first campaign in six steps

  2. Set one objective Traffic, leads or sales, with conversion tracking for sales.
  3. Create an ad group Above the minimum budget, broad audience in your area.
  4. Let it run No more than one budget change every two days.

  6. Cut the weakest And keep posting new videos in the same vein.

Frequently asked questions

What is the minimum budget for a TikTok ad?

As of September 2026, TikTok's help center sets a daily budget of more than $50 per campaign and more than $20 per ad group. With a lifetime budget, the ad group must cover the number of days multiplied by the daily minimum.

What's the difference between Promote and a Spark Ad?

Promote is used inside the app to amplify a video or a LIVE with a simple goal. A Spark Ad is created in TikTok Ads Manager from an organic post, with full campaign settings. Both start from an existing video.

Can I use a creator's video in my TikTok ad?

Yes, with their permission: they generate a code from their video, valid for 7, 30, 60 or 365 days, and you enter it in Ads Manager. When the code expires, any ads using it stop running.

Can I use any music in a TikTok ad?

No. TikTok asks businesses to use the Commercial Music Library for video ads and branded content, not the general music library.
